浦东新区“功能区域”的管理体制与运行机制

在简要回顾浦东新区综合配套改革试点相关背景的基础上,对其功能区域体制的发展现状进行总结。随后从区域属性与行政级别、职能定位与统筹力度、区镇联动与区镇合一、发展模式与未来走向四个层面分析了功能区域体制的运作特征及其存在问题。认为要充分肯定功能区域管理体制的创新意义;继续完善功能区域推进经济和社会同步发展的统筹机制;进一步明确功能区域的职能定位与法律地位;科学规划功能区域的未来走向。
