| 摘 要： | 资源枯竭型地区就业问题由来已久、情况复杂、矛盾突出。究其原因,是体制约束、产业衰竭、人力资源单一及社会文化保守等多种因素桎梏而成。要通过接续替代产业培育、人员素质培训、营造良好氛围和落实优惠政策等系统工程来解决上述问题。

| Abstract: | Due to the institutional constraints,industrial slump,uniformity of human resource,and social and cultural conservation,etc.,employment problem in resource-exhausted regions has been existing for a long time.In order to solve this problem,it is essential to provide training for those alternative industries and personnel,create a good atmosphere and implement the preferential policies. |
