地震灾后土地利用应急规划体系研究

通过对国土资源管理与应急体系建设在土地规划领域的体系架构进行探讨,丰富了土地规划理论,为国土部门参与地震灾害应急响应及恢复重建提供决策依据和规划技术支持。采用文献资料法、综合分析法,在阐述开展地震灾后土地利用应急规划必要性的基础上,通过对比分析该规划的特点,归纳提炼出地震灾后土地利用应急规划的概念,构建了综合防震减灾土地利用规划体系框架,并明确地震灾后土地利用应急规划在该体系中的定位及其主要任务。

Study of Land Use Emergency Planning System after Earthquake Disaster

This study explores the systematic structure of the emergency response system and the land and resources management and enriches the theory of land use planning and provides tools of earthquake emergency response and reconstruction for land management departments.By using the methods of document literature and integrated analysis,the paper first discusses the importance of the land use emergency planning,and then analyzes the characteristics of the planning and defines the concept of land use emergency planning after earthquake disaster,and finally builds the land use planning system of earthquake disaster mitigation and clarifies the position and the main tasks of the planning in the system.
