摘    要:在现阶段,人才开发战略的模式主要是围绕现有产业的发展,从长远看,要适应经济转型的发展,就要适度超前开发创新型人才.井提出了我国高层次创新人才的匮乏问题,进而引出了实现"人才保障型"到"人才引领型"的转变的必要性,由此,时政府和企业提出了针对性要求.
