国际反倾销中的内部性、外部性及产权界定分析

文章在对现有内部性和外部性文献回顾的基础上,结合发展中国家的反倾销案例,综合运用外部性、内部性及产权界定理论分析了国际反倾销中的相关问题,认为发展中国家在国际反倾销中内部性和外部性问题的存在及其产生机理,与其反倾销法规中的产权界定不清、在处理反倾销案件时透明度不高所导致的信息不对称和败德行为以及对反倾销的滥用等有关.针对上述问题,从实现最佳产权清晰度的视角,分几方面提出了解决负内部性和正、负外部性的相应对策.

Internal and External Effects and Delimitation of Property Rights in International Antidumping

Based on the relative literatures and cases of developing countries,the paper studies internal and external effects in antidumping. It indicates that the reasons for such effects may correlate with the lack of delimitation of property rights,anisomerous information and immoral behavior. In the end,it proposes some policy recommendations from the perspective of optimal distribution of rights.
