| 摘 要： | 建设社会主义新农村是解决农民问题的延伸，其关键是改变城乡二元经济社会结构；建设新农村是一个动态的长期过程；在建设新农村中，政府要把发展农村经济和增加农民收入作为第一要务，切实解决农民自身难以解决，并且强烈要求解决的实际问题。

| Abstract: | It is an extension of solving the question of peasants to build new socialist rural and its key is to change the urban and rural economic and social dualistic structure; Building new rural is a dynamic long-term process. The government should develop the rural economy and increase the peasants' income and make them as the top priority in the process of building new rural.The government should also effectively resolve the peasants' practical problems which is intractable and demanded to solve strongly by the peasants themselves |
