江西遂川县林业产权制度改革参与式问题研究

对江西省遂川县林业产权制度改革中参与式方法的运用进行了初步总结。在产权制度改革中,广大林农参与了改革诊断、学习、决策、实施和监评的全过程。分析了参与式方法所产生的实际效果,认为林业改革与发展必须尊重林农主体地位和注重林农的广泛参与;同时,相关各政府部门的积极参与是赋权、还利、机制促进、公共服务供给等各项配套政策措施到位的关键。

Participationary Problems of Forestry Property Relations Reform in Suichuan County

The paper has summarized the application of the participationary method into forestry property relations reform of Suichuan county of Jiangxi Province. In the course of reform, most villagers has taken active part in the whole process including learning, determination, implement and supervision. Then it analyzed the actual effect of this method. It holds that forestry reform and development must respect the role of foresters and broad participation of them, meanwhile, the positive participation of relevant departments is the key, thus accompanying policies and measures can be in place.
