城市群环境合作治理中的利益协调

城市群环境合作治理是基于共同命运、共同发展、共治共享而进行的跨行政区集体行动，需要对各方利益诉求加以协调和平衡。根据城市群环境合作的特征，按照成本分摊与收益分配相对称的准则，对环境治理中生产成本和交易成本进行分担。对环境合作利益进行基本划分，形成一种共同发展与利益共享的规则与机制，促进城市间平等享有环境合作和区域发展成果。在城市群环境治理中，既要承认城市间的差异，又要促进城市间发展的平衡，协调经济发展与环境保护的利益关系，平衡环境保护贡献地区与环境保护受益地区的利益关系。

The Benefit Coordination of Cooperative Environmental Governance of Urban Agglomeration

Cooperative environmental governance of urban agglomeration is a collective action across administrative regions based on the common fate, common development, common governance and common rights. It needs to coordinate and balance among interests claim of every parties. Firstly, cost of production and transaction cost of environmental governance must be allocated, using appropriate methods, according to the feature of environmental cooperation of urban agglomeration, and accord-ing to the criterion of symmetrical cost allocation and income distribution. Secondly, interests of environmental cooperation within urban agglomeration must be basically divided base on the principle of clear rights and responsibilities, and common governance and common sharing, so that a rule and a mechanism of common development and common sharing of interests can be formed. The equal sharing of the achievement of environmental cooperation and regional development among cities can be facilitated. Thirdly, under the environmental governance of urban agglomeration, we need to not only admit the differences among cities, but also facilitate the balance among different cities' developments, in order to coordinate the interests between economic development and environmental protection, and to balance the interests between contributing areas and benefiting ar-eas of environmental protection.
