基于模糊神经网络的公共项目绩效评价模型研究——以发展结果为导向的理论框架构建

国内外对以发展结果为导向的公共项目绩效评价研究尚处于起步阶段。依据发展结果导向的公共项目绩效管理的设计与监测框架，运用模糊神经网络的算法，以原因、方法、方案、投入、活动等作为神经网络的输入，以项目的目标、成效、影响、结果、产出为输出，构建公共项目绩效评价模型，可以为公共项目绩效评价提供理论指导。

The Performance Evaluation Research of Public Project Based on Fuzzy Neural Network Model: A Study on the Construction of a Development-Results-Oriented Theoretical Framework

The development results oriented performance evaluation research for public project at home and abroad is still in its infancy. In accordance with the designing and monitoring framework of public project performance management with the orientation of development results and on the basis of fuzzy neural network theoretical model, this paper attempts to construct performance evaluation model for public projects with reason, method, program, investment, activity as neural network input and the goals of the project, effectiveness, impact, outcome, yielding as output, thus providing theoretical guidance for the performance evaluation of public projects.
