慈善教育与教育慈善——在人力资本和慈善文化发展中消除贫困

贫困特别是发展贫困的彻底消除,仅仅依靠经济增长难以实现,关键在于教育。发展教育,政府加大财政性投入义不容辞,非政府组织和社会个人参与也很重要。我国现阶段的教育发展迫切需要慈善教育的参与,但慈善偏好的缺失或淡薄却制约了慈善教育的发展。要转变慈善观念,培养慈善偏好,必须通过教育慈善来实现。
