论我国“城市偏向”政策形成的根源及其表现

文章分别从政治、经济和理论的视角分析我国“城市偏向”政策形成的根本原因，及“城市偏向”在资金流向、公共产品的供给、土地征用及社会保障制度设计方面的表现。指出由于长期实行“城市偏向”政策使得城乡二元体制凝固化，城乡之间非均衡发展已经突破了合理正常的范围，纠正现阶段“城市偏向”政策影响，落实科学发展观和构建和谐社会，仅仅依靠市场机制是不够的，更多的是需要政府进行发展战略的调整。

On the Root and Performance of the Urban- preoccupation Policy in China

This thesis analyzes the fundamental reason of our ＂urban-preoccupation＂ policy from the angles of politics, economics and theory, as well as the performance of the policy in the capital flow, supply of public products, confiscation of land and design of social security system, etc. It also points out that, due to the long-term ＂urban-preoccupation＂ policy, the urban-rural dualization has been solidified and the unbalanced development between urban and rural areas has gone beyond a reasonable range. To correct the current impact of ＂urban-preoccupation＂ policy, and to carry out the scientific outlook on development and construction for a harmonious society, we should not only rely on market mechanism, but also on government＇s adjustment of development strategy.
