| 摘 要： | 我国加入WTO为各个区域高新技术产业的发展带来了机遇,也提出了挑战.针对东北老工业基地调整改造的现实需求,从营造良好科技法制环境入手,用高新技术改造传统产业,构建区域创新体系,搞好科技园区自身建设,大力实施人才强省战略和切实转变政府职能等是黑龙江省高新技术健康发展的必由之路.

| Abstract: | After China's entering WTO,new-high technical industry of every field faces so many opportunities and challenges.According to the real demands of old industry base's reinvigorate and adjustment,we should access from constructing good science and technology legal system environment,remake traditional industry by new-high technology,build region innovate system,do good in building science and technology garden,improve the strategy of strengthen our province by qualified persons,transform government's functions,etc.These are the only way for HeiLongJiang province new-high technical industry. |
