| 摘 要： | 区域卫生规划制度乃卫生服务提供公平的保障制度,也是我国医疗卫生体制改革中所要重构的重要制度之一。本文认为,区域卫生规划是一个公共选择的过程,并不排斥市场竞争。出于制度建构所需,本文对我国区域卫生规划制度进行了深刻反思,并提出了该项法律制度的重构意见和建议。
