| Abstract: | The out-migration employment opportunities of rural labor force is influenced by the value of the human capital. Education is the main channel of the human capital investment.The economic and social characteristics in western china should be considered to set up a model of government -leading the rural human capital investment from two aspects including the elementary education investment and the vocational education investment. |
