服务型政府视角下弱势群体利益表达机制的问题研究

构建完善的弱势群体利益表达机制,有着重要的理论意义和现实意义,也是建设服务型政府的内在要求。从建设服务型政府的要求来看,当前,弱势群体利益表达机制主要存在着信访制度和司法制度的缺陷等制度障碍,主要表现为领导干部考核体系中"上访率"的这一制度设计存在缺陷、信访部门的部门设置和地位不合理,我国司法制度的非独立性和司法腐败现象较为严重。应通过制度改革和创新,改革信访部门的机构设置、改革领导干部绩效考核体系中的"上访率"为"解决率"实行司法系统的垂直管理和司法人员的"流动回避制度"等方面,逐步完善弱势群体利益表达机制。

Weak group interest express mechanism's problem research under service government angle

Structure a perfect interest-expressing m echanism of vulnerable groups has an important theoretical and practical significance, which is also the inner requirement of constructing a service-oriented government.Nowadays from the requirement of structuring a service-oriented government, the interest-ex-pressing mechanisms of vulnerable groups have some＂letters and calls＂system and judicial system defects, such as the defect of the＂letters and calls＂rate in cadres accomplishment assessment,, the irrationality of the department design and status for the ＂letters and calls＂ department, the non -independence of judicial system and the judicial corruption. Through institutional reform and innovation, our government should reform organizational structuring of the ＂letters and calls＂department, change ＂letters and calls＂ rate into solution rate of cadres accomplishment assessment, im plement judicial system＇s line management and judicial officers＇ ＂flow challenge system＂, and gradually improve the interest-expressing mechanism of vulnerable groups.
