摘    要:中国现行的"二元"养老金制度,不仅加重了国家财政负担,而且导致整个社会的人力资源配置失衡。一方面,大量人才流入事业单位,引起其人才过剩;另一方面,企业亟须的人才却由于供给不足,阻碍了企业的发展。改革事业单位养老金制度,有助于消除事业、企业单位之间人才流动的障碍,对实现整个社会人力资源的合理配置,具有深远和重大的意义。

Institution retirement pension reform's influence on social human resources allocation
Abstract:Chinese institutions and enterprisesar e implementing the "dual" pension system which not only increase the state s financial burden, but also cause unreasonable allocation of human resources in society as a whole. Institutions are sharing a large number of high-end talent who have not exerted their desired effects. However the need of high-end talents by enterprises are not satisfied which hinder the upgrading of competitiveness of enterprises. The reform of the pension system in institutions help to eliminate obstacles of the talent flow between institutions and enterprises and help to allocate human resources reasonably in the society with far-reaching economic, social and political significance.
