摘 要: | 随着国家西部大开发战略的实施,西部地区面临着巨大的机遇,同时也要采取有效的措施,利用好这个机遇。本文从人力资本的角度分析了在促进经济发展的因素中人力资本的核心地位。西部地区需要制定吸引人才的政策,建立良好的人才激励机制。同时,还要求国家教育投资政策的扶持和加强人才迁移的行政调配,以尽快遏止人才东流的趋势,实现东西部人才的平衡发展。
