库区移民 和谐三峡 生态文明——以忠县为例

三峡移民工程是关系国计民生的世界级难题,而库区移民的安稳致富是难中之难。忠县作为重庆库区第二大移民县,其移民的稳定和致富情况关乎移民工作全局,对和谐三峡乃至和谐社会的构建起到举足轻重的作用。当前,移民搬迁安置工作已经接近尾声,三峡移民工作的重心已由搬迁安置逐步转向安稳致富与和谐发展,移民安置工作遗留的问题逐渐凸显出来,引起了各级党委、政府的高度重视,均在积极加强调查研究,探讨相关政策措施,以利移民稳定和库区长治久安。移民安稳致富与和谐发展是一项牵动全局、意义深远的伟大工程,对构建和谐三峡工作的研究是一个长期性的历史任务,需要我们不断地探索、思考。

Three Gorges＇ migration project is a world-class problem concerning people＇s livelihood, however, to achieve migrants＇ stability and prosperity is much more difficult. Zhongxian, as the second largest immigrant county in Chongqing, plays a decisive role in the overall situation of Three Gorges＇ migration project as to constructing a harmonious society. As the migration relocation is nearing completion, the focus of Three Gorges migration project has been gradually shifted to migrants＇ prosperity and harmonious development, and problems left over gradually come out. Party committees and governments at all levels have attached great importance to these problems and done active research and investigation to find out countermeasures to facilitate stability in the reservoir area. Migrants＇ stability and prosperity and harmonious development are of far-reaching significance in building a harmonious Three Gorges reservoir, which is a long-term historical task that requires continuous exploration and pondering.
