| 摘 要： | 人力资源是制约企业发展的重要因素，因此，人力资源管理问题也就成为一个始终伴随着企业发展而发展和不断完善的问题。实践证明，解决这个问题的关键所在是追求卓越的企业文化。本文通过对企业文化、文化建设、文化管理的诠释以及对企业在进行文化管理时所经阶段和企业文化建设和管理的实施方法的陈述，论证了文化管理是人力资源管理的最高境界。
