黑龙江省肉类产业发展的政策研究

黑龙江省作为农业大省,具有发展生猪养殖业的资源优势、省委省政府大力扶持的政策优势、肉品质量好的市场优势、养殖加工的成本优势,其肉类产业已经具备进一步发展的基础。应该根据党的"17大"精神,按照科学发展观要求,以资源优势为依托,采取"扶大挤小"、完善宏观调控政策、强化肉品安全保障体系建设、建设肉类产品现代物流体系、调整肉类产品结构、加强肉类产品信息网络建设、规范畜禽屠宰税费征管等诸多具体措施,促进肉类产业快速发展,为黑龙江省农业产业结构调整、为全面实现小康社会建设、为全国经济社会更好更快地发展做出更大的贡献。

Political Research on the Development of Heilongjiang Meat Industry

As an agricultural province,Heilongjiang meat industry has laid foundation for further development with its resource advan-tage of developing pig breeding,policy advantage supported by the government greatly,market advantage of perfect meat,and cost ad-vantage of farming and processing.According to the spirits of the 17th CPC Party Congress and the request of scientific development view,Heilongjiang province should take a series of concrete measures to promote the rapid development of meat industry and to make greater contribution to the adjustment of agricultural industrial structure,the construction of fulfilling well-off society,and the better and quicker development of national economic society,such as supporting big and small enterprises,improving macro-adjusting policy,strengthening the construction of meat security system,constructing modern logistic system of meat products,adjusting the structure of meat products,stressing information network construction of meat products,and regulating imposition on slaughtering tax of livestock and poultry.
