财政支农与农民增收

当前中国政府把农民增收工作作为全部工作的重中之重,财政支农作为政府支持农业的主要手段,对农民增收的作 用不容忽视。但中国目前财政支农还存在一些问题,这些问题不解决,不利于促进农民增收。因此必须理顺财政支农的思 路,转变传统的支农观,明确事权划分,注重支农实效,真正把支农资金用到农业生产和农民增收的"支点"上。

At present,peasants increase income is the most important task of our government. As the main means that the government supports the agriculture, Fiscal Investment in Agriculture should not be ignored. But there are still some problems in our government's Fiscal Investment in Agriculture at present. If these problems can not be solved, it will do harm to promote Peasants increase income. So it is necessary for the government to do the jobs well as follows: adjusting the thinking, changing the traditional notion, defining the duties, dividing the responsibilities clearly and paying attention to the actual effect of Fiscal Investment in Agriculture. Finally, the government can put the fiscal investment to the "fulcrum" of agricultural production and promote peasant's income to increase.
