摘    要:此次正在全球肆虐的新冠肺炎疫情,在给全球公共卫生服务体系和各国政府造成巨大压力的同时,对世界政治经济格局、生产生活方式、思想价值观念等方面产生了巨大冲击,也为国际科技合作带来了新的变化。本文通过分析疫情所引发的世界社会经济形势、国际交流合作趋势、科学技术应用等方面的变化,揭示出疫情为国际科技合作所带来的机遇与挑战。最后,结合当前我国国际科技合作及国际人才交流的现状,本文从国际合作导向调整、合作方式调整、资助方式调整、落实引才引智相关政策等四个方面,阐述了今后我国开创国际科技合作新局面的有关建议。

Impact of New International Changes Caused by the COVID-19 on China's International Science and Technology Cooperation

Abstract:The COVID-19 epidemic that is raging around the world has not only put enormous pressure on the global public health service system and governments,but also caused a huge impact on the world's political and economic structure,production and lifestyle,ideological values,etc.Nevertheless,the epidemic has also brought new changes to international scientific and technological cooperation.By analyzing the changes in the world social and economic situation,the trend of international exchange and cooperation,and the application of science and technology caused by the epidemic,this paper reveals the opportunities and challenges brought by the epidemic for international scientific and technological cooperation.Finally,based on the current situation of China's international cooperation in science and technology and international exchange of talents,this paper elaborates the relevant suggestions on the new situation of China's international cooperation in science and technology in the future from the following four aspects:adjustment of international cooperation orientation,adjustment of cooperation mode,adjustment of funding mode,and implementation of policies related to talent introduction and intelligence introduction.
