实施ISO14000促进开发区可持续发展

<正> 自1978年以来,我国的对外开放由点到面,由东向西,由沿海向内地逐渐推进,已初步形成了沿海、沿江、沿边和内地的全方位、多层次、有重点的对外开放格局。各种形式的经济特区、开发区纷纷建立,据不完全统计,到目前为止,各类各级开发区多达4210个。其中,国家级的经济特区5个,经济技术开发区43个,高新技术产业开发区52个,保税区13个,国家旅游度假区11个和新加坡苏州工业园区。各类开发区的发展尽管存在很多差异,但总体而言,他们构成了中国经济新的增长点,成为拉动经济发展的重要力量和重要区域,在经济结构变迁和技术进步、对外贸易、利用外商直接投资、经济体制转轨中发挥着不可或缺、无法替代的作用。

ISO14000 Spurs Sustainable Growth in Development Zones

Special economic zones and development zones in various forms have been established since 1978. Though varied in their development process, they have formed new growth points in China's economy in general. They have become the major power and areas promoting the economic growth. Their roles can not be substituted or lacked in respects of transfer of economic structure, technological advancement, foreign trade, utilization of direct foreign investment and economic structural reform.The state Bureau of Environment Protection stipulated in May 1999 to set up ISO 14000 sample zones in qualified development zones in the 46 key environmental-protection cities around the country. Suzhou New Area, Dalian Development Zone, Shanghai Jinqiao Export Processing Zone and Wuxi New Area have successively passed the attestation of ISO 14000 Sample Zone. The experience of these development zones fully testifies that the implementation of ISO 14000 is a sound strategic alternative of the sustainable development of these place.ISO 14000 connects the economy of development zones with that of the international community.ISO 14000 promotes management of the environment of development zones.ISO 14000 upgrades the comprehensive managerial level of the government.It promotes new pioneering efforts, of the development zones and attracts foreign capital with new advantages.It keeps improving environmental qualityand spurs the sustainable development of regional economy.
