国有林区政府社会管理职能重构

政府管理职能的转变是中国在社会主义市场经济体制建立和发展过程中的核心内容,长期以来,国有林区社会管理职能是隐含在国有森工企业的管理职能体系中的。本文从国有林区社会管理职能的形成与现状出发,指出应在国有林区建立独立的政府组织,并从职能主体、职能客体、职能方式以及职能环境四方面论述了国有林区政府社会管理职能重构的重点,按照有限而高效的政府目标模式,设计了林区政府社会管理职能体系的内容,同时指出了有效发挥其社会管理职能应遵循的原则。
