基于规划调控的英国住房保障措施研究

英国是住房保障体系比较完善的西方国家,也是最注重城乡规划调控的国家之一,自20世纪中期开始形成了一套以规划手段为基础的住房保障措施.论文的主旨是对英国基于规划调控的住房保障措施进行综述,并结合我国当前非常突出的城市住房问题进行针对性剖析,使之成为我国住房政策的借鉴和参照.文章首先介绍了英国通过规划进行住房调控的背景,然后对四种主要措施--所有权控制、使用变更控制、贡献和义务机制和规划特例机制的操作方法、实施效果、相关配套政策法规等进行分析,最后结合英国经验对我国当前城市住房的规划调控措施存在的问题进行评述,提出改善我国规划调控方法的建议,为住房问题研究和政策制定提供参考.

Introduction of the Housing Security Measures Based on Planning Regulation of UK

UK is one of the countries which own housing administration tradition and powerful housing security system, which is also among those which rely on planning regulation as one of the key policy tools. Since the middle of 20th century a set of housing security measures based on planning regulation has constructed in UK. The main purpose of the paper is to make a generalization introduction of these measures, and analyzes the application issues with respect to drawing some experience and reference for policy making of resolution of the predominant housing problems of current China. The paper begins with an overview of the background of housing regulation based on planning of UK springing up, then the operation process, application effects and relating legislation of four main measures, including Occupancy Controls, Change of Use, Gain and Obligations Mechanism and Exceptions Mechanism are analyzed. Referring to the experience of UK the paper finally reviews the planning administration of housing of China and forwards some suggestions of improvement, which can be the reference of housing research and policy making.
