中日水资源比较与合作研究

随着经济全球化进程的加快,水与人类社会发展的关系已成为世界各国公共管理普遍关注的焦点问题之一。中国和日本一衣带水,保护好、管理好、利用好水资源,是两国共同的目标。本文在对中日水资源基本状况、水行政立法、水资源管理、水开发利用等方面比较分析的基础上,探讨了中日水资源合作的现状与存在的主要问题,并提出了进一步加强中日水资源合作的对策建议。

A Comparison of Water Resources between China and Japan and Cooperation Studies

With the quickening step of economic globalization,the relationship between water and development of human society has become one of the issues of general concern to the world in public management.China and Japan are close neighbors separated only by a strip of water,how to well protect,manage and utilize water is a common goal oF both countries.Based upon a comparative analysis on current situation of water resources, water administrative legislation,management of water resources and water development and exploitation between China and Japan,the paper makes a discussion on the present situation and the existing problems in Sino-Japan water cooperation and puts forward some countermeasures and suggestions on further strengthening Sino-Japan water cooperation.
