哈尔滨是我国中纬度的特大城市,气候寒冷,冬季旅游资源丰富。本文首先对冰雪旅游进行了简单概述;接着阐述了哈尔滨冰雪旅游的开发现状;并重点分析了其冰雪旅游开发中存在的一系列问题;最后提出了相应的发展措施,以期对哈尔滨冰雪旅游的可持续发展有一定促进和指导作用。
