| 摘 要： | 我国初创的多层次资本市场远远不能满足创新型国家建设的需求。特殊的发展背景决定了多层次资本市场的建设必须不断解决发展中存在的问题。选择多层次市场同步发展的路径将更有利于市场机制的形成。解决了监管机构的多职能冲突和职能错位问题才能保证资本市场的健康发展。资本市场发展中最突出的问题是信用缺失，信用重塑的立足点在于资本市场功能的重新定位。必须通过对政府行为和市场行为的严格界定解决市场运行机制的行政化问题。

| Abstract: | The multi-layer capital market system doesn＇t meet needs of a creative nation. The special background determines the construction of multi-layer capital market must continuously consult the problems with development. Choosing synchronous multi-layer development will benefit system formation. What＇s more , this ensure healthy development of multi-layer capital market, including the conflict among multi-function and confusion. No credit sticks out, and the key point of recreating image is orientating capital functions. Therefore, it is necessary for the government to definite, solve the market operation mechanism. |
