Enterprise Evolution under the System Planning

Systemplanning is essential to the development of a society.In fact,the state-owned enterprise(SOE)reform in China is actually a problem of system planning.Therefore,the existence of SOEs should be considered from the point of view of system planning.While in the reform of SOE system planning,the non-state owned enterprises play an unsubstitutive role especially in improving the national economic planning.In addititon,the development of non-state owned economy has a profound significance to the reform and development in China.
