AHP模型在水利资金安全预警中的应用

2011年国务院颁布中央一号文件,宣布加快水利改革发展,并承诺在未来10年内投入4万亿用于水利项目建设。近年来,水利资金的安全问题引起了广泛的关注。本文运用AHP模型,对可能影响水利资金安全的风险因素的重要性进行排序,认为基础财务和内部控制制度的完善和执行情况以及招投标这两个因素最为重要,应当予以重点关注和监督。

The Application of AHP Model in the Security Forecast of Water Conservancy Funds

The state council issued the No.1 Document in 2011 in which speeding up the reform and development of water conservancy was announced.The No.1 Document also promised to invest 4 trillion in the next 10 years to the construction of water conservancy project.The security of water conservancy funds draws public attention recently.In this paper,we try to use the AHP model to get the importance sequencing of risk factors which affect the safety of water conservancy capital.Through the study,the paper points out two most important factors including the implementation of financial foundation and internal control system and the bidding.More attentions and supervision should pay to the two factors.
