地震灾害救助中的地方政府角色定位探究

近些年来,我国地震灾害频发,汶川地震,玉树地震等都给灾区人民的生命财产造成了巨大损失,也对政府救灾能力提出了严峻考验,政府在灾害救助中良好的角色定位,对政府公正、公平、高效的做好灾后救助至关重要。本文结合服务型政府理论,分析了政府在地震灾害救助中的角色定位的现状,探讨地震灾后政府角色定位的机制保证,并从政府扮演的多重角色中作出以下几点结论：面对受灾群众,政府应是灾后社会秩序的维护者、灾后心理救助的组织者、灾区社会重建的评估者和灾区文化生活重建的领导者;面对社会大众,政府应是公共倾诉空间的提供者和社会支持力量的创造者;面对第三部门,政府应是参与救援的倡导者、联络者和监督者。为政府职能部门角色定位提供参考,以及政府处理今后类似的突发性自然灾害事件提供可借鉴的决策依据。

Explore the Role of Government in the Earthquake Disaster Relief

In recent years,wenchuan earthquake and Yushu earthquake have caused huge losses of people＇s lives and property,and has posed a severe test for the ability of the government relief.The favourable orientation of government is very important for the disaster relief just,fair and efficiently.This discourse combines service-oriented government to analyse the actuality of Government＇s orientation in the earthquake disaster relief,to discuss the guarantee mechanism for the government in the earthquake disaster relief,and from the diverse roles of the government to make the following conclusions：facing the disaster victims,government should be the defenders of social order after the disaster,the post-disaster psychological aid organizer,the assessor of the social reconstruction and the reconstruction of disaster areas leader in cultural life;facing the the community,government should be the provider of public space to talk,and the creators of social support;facing the third sector,government should be involved in the rescue acting advocate,liaison and supervisor.So,providing reference for government to definite its role,and provide some decision-making basis for the government to deal with the similar sudden natural disasters in the future.
