农村集体建设用地直接入市的理性思考

摘    要:农村集体建设用地直接入市有着深刻的利益动因,是土地使用制度改革的推进和市场经济发展的必然,但不应操之过急。文章分析了建设用地直接入市存在的诸多亟待解决的问题,如对现有土地制度的冲击、土地产权障碍、收益分享与支配、政府利益障碍、支撑体系研究滞后等,以期为建设用地入市制度的变革与完善提供借鉴,促进建设用地流转市场的发育。

Abstract:The deep motivation of rural collecting construction land's marketing is the development of market economy and the improvement of reform in the land policy, but it cannot be clone hurrily.This paper analyses many urgent problems of this phenomenon, such as attack of current land system, obstacle of land right, interest sharing and applying, obstacle of government interests, and backward in supporting system so as to provide reference to the reform and perfect of the system, and enhance the development of the market of constructing land.
