国有企业经济行为的制度分析

国有企业从成立之初就面临着制度建设问题,由于长期对制度问题的忽视,特别是对产权制度的忽视,促使了国有企业具有了浓厚的政治色彩,国有企业成为了国家制度安排下的一种畸形的组织形式。在产权缺失的条件下,必然造成企业内部卸责、偷懒的出现,企业经营效率的低下。因此,只有完善企业的产权制度,才能逐步消除国有企业的政治色彩,减少偷懒与卸责,提高企业的经营效率。
