基于熵权法的辽宁人才环境评价及对策思考

摘    要:本文将人才环境划分为经济、科技、社会和生活环境四个方面,以2012-2017年6年为时间区间,选取25项指标,利用熵权法构建辽宁省人才环境指标体系。对此指标体系进行评价,据此提出优化辽宁省人才环境的政策建议:树立人才观,把人才环境建设置于战略层面;加大政府投入,改善人才发展环境;优化人才政策,吸引人才回流。

Abstract:This article divides the talent environment into the economy, the science and technology, the society and the living environment four aspects, take 2012-2017 six years as the time interval, selecting 25 indexes, using entropy weight method to construct talent environment index system of Liaoning Province. On the basis of the evaluation of the index system, the paper puts forward some policy suggestions for optimizing the talent environment in Liaoning Province: Setting up the talent view, putting the talent environment construction on the strategic level;increasing the government investment, improving the talent development environment;optimizing the talent policy, attracting talent back.
