北京现有保障性住房退出机制分析

随着常住人口和流动人口的迅速增多,以及住房价格的不断高涨,北京市保障性住房需求不断增大,但是北京市保障性住房却出现了福利固化、少见退出等现象,加剧了北京市保障性住房供给与需求的矛盾,这主要是由于北京市现有保障性住房缺乏明确的可操作的退出机制导致的。通过对北京市现有保障性住房及其退出机制的梳理,本文提出了建立政府监管与社会监督相结合的北京市保障性住房监管体系与退出条件。

An Analysis of Withdrawal Mechanism of the Affordable Housing in Beijing

With the increase of permanent population,especially the floating population and housing price,there is a growing need for affordable housing in Beijing.However,it can be seen that the welfare was solidified with little withdraw from the affordable housing which increases the contradiction between the demand and supply of the security housing.It can be argued that lacking clear and operative withdraw mechanism is the root of all of these problems.Through studying the different types of affordable housing with their withdraw mechanism,this paper suggests establishing supervision system and withdrawal mechanism organized by both government and society.
