基于制度改进模型的财政公平收入分配研究

目前,我国收入分配差距日益扩大的趋势既是社会各界关注的现实问题,也是需要政府努力破解的重点难题。由于单纯依靠市场机制无法解决收入分配扩大问题,解决这一问题还要依靠非市场机制,这就要从财政角度审慎研究促进公平的政策,通过优化财政收入、支出结构及制度改进促进收入公平分配。

On Equitable Distribution of Income Based on Institutional Improvement Model

At present,the trend that China′s income gap is widening not only is the real problem that society attention,but also needs the government to solve.However,purely supporting market mechanism cannot solve the problem,so we must rely on the non-market mechanism to solve the problem: carefully studying policy promoting fair from a point of finance,promoting fair distribution through the optimization of fiscal revenue,expenditure structure and system improvement.
