Tourist resources in Wuling Mountain Region are very rich, which makes a good foundation for the development . Local government and the people have a strong desire to become rich by exploiting tourist resources there. But during the process of exploiting, there exists the problems such as plundered exploitation, low-level repetitive exploation and environmental damage, etc. Hence the paper puts forth the measures such as aircraft carrier strategy, market strategy, brand strategy and sustainable development strategy in order to achieve the further exploitation of tourist resources and the sustainable development.
