促进城乡一体化与减贫的就业政策

目前我国人均GDP已经超过6 000美元,进入中等收入发展阶段,面临城乡差距巨大等发展不平衡的问题,贫困人口数量仍然超过1亿人。实现可持续的包容性发展,必须实施城乡一体化发展战略,促进农村劳动力转移就业,推动农民减贫。为此,需要建立城乡就业一体化的体制机制,制定促进农村劳动力就业的政策措施,不断开发适合农村劳动力的就业岗位,为农村劳动力提供公共就业服务,实现城乡人才的最优化配置,不断提高农村劳动力的生产生活能力,加强农村劳动力就业权益保护,有序推进农业转移人口市民化。

The Relationship between Promoting Urban-rural Integrationand the Employment Policy on Poverty Reduction

Currently, the GDP per capita of China has soared beyond 6,000 us dollars. China has entered the middle-income stage of development.Meanwhile, we are facing with some unbalanced development problems, as huge gaps exist between urban and rural areas and the number of thepoverty population is still higher than 100 million. To realize a sustainable inclusive development, the urban-rural integration strategy must be implemented, thus transfer rural labors and reduce the poverty levels of the rural populations. For this goal, an urban-rural integrated employmentsystem and mechanism should also be established, as well as the policies that promotes rural labor employment. It is also necessary to developworking positions, to provide public employment service that fit for rural labor, thus to realize the optimal deployment for both urban and rural talents and to further upgrade the surviving and working abilities of the rural labor forces, to strengthen the rights and interests protection of the rurallabor force, and sequently push forward the citizenship transforming of the rural immigrations.
