关于两岸农业合作的深层思考——基于台湾的实地调研

近年来海峡两岸关系持续发展深化,两岸农业合作面临非常好的发展环境和机遇。特别是ECFA(两岸经济合作框架协议)的签署和生效实施,为两岸经济合作搭建了一个制度化的平台,但是,对台湾当局来说,农业议题却一直是"禁区",并没有将开放大陆农产品进口纳入ECFA的协商范围。两岸三十多年的农业合作为什么看似只是大陆的一厢情愿,存在什么问题,未来的发展方向在哪里,文章作者通过对台湾的实地调研,试图回答这些问题,对两岸农业合作问题进行一些深层思考。

Reflections on Cross-strait Agriculture Cooperation ——Based on Field Research in Taiwan

In recent years cross-strait relations continue deepening development and the cross-strait agricultural cooperation faces a very good development environment and opportunities. The ECFA （Economic Cooperation Framework Agreement） signed and effectively implemented sets up an institutionalized platform for the cross.trait economic cooperation. However, the Taiwan authorities have long put agricultural issues into a ＂restricted area＂ and have not included the mainland agricultural imports in the ECFA negotiation. For more than 30 years, the cross-strait agricultural cooperation has been seemingly just wishful thinking of Mainland. What problems exist？ What is the direction of future development？ This paper, based on field research in Taiwan, attempts to answer these questions and gives some deep reflections on cross-strait agricultural cooperation.
