| Abstract: | There are a number of disputes about how to build service-oriented governments,to deal with the relations between service and management in regions inhabited by ethnic groups and the relations between service and leading in theoretical circle for a long time.In this case,it is meaningful to study and research these issues,for further carrying out the institutional reforms and transferring the government functions in regions inhabited by ethnic groups. |
