| 摘 要： | 目前,我国转移支付制度体系还不完善,特别是在农村义务教育领域存在着诸多问题。建立规范、高效、健全的农村义务教育财政转移支付制度,能有效保障农村义务教育经费的落实,促进农村义务教育稳步发展。

| Abstract: | At present,China's transfer payment institutional system is unfledged,especially,there are many problems in rural compulsory education.The building of regulatory,high-efficient and healthy transfer payment of rural compulsory education can effectively ensure the implementation of the fees of rural compulsory education and promote sustainable development of rural compulsory education. |
