| 摘 要： | 保护与发展是不可避免的矛盾,如何处理好二者的关系,一直是学者们研究的热点。文章从一个全新的角度应用公共物品属性分析了自然保护区的外部性特点,在此基础上进一步分析了外部性对保护与发展的影响。文章最后从解决外部性的理论出发,针对自然保护区产生的外部性特点,提出了解决自然保护区矛盾需要：明晰自然资源产权、建立健全生态补偿机制、解决财政供给不足和共享自然资源的利益。
