| 摘 要： | 当前，对离岸金融监管的基本问题与监管政策的探讨很有必要。文章分析了我国离岸金融监管的基本问题，如监管的主体、监管的原则、监管目标、监管内容和特点等。在结合我国国情与国际监管经验上，文章提出要创造有利于政策实施的良好环境，并从账户管理、市场准入管理、风险管理等几方面提出具体的政策建议。
