国外铁路管理体制对我国铁路行业改革的借鉴价值

国外铁路管理体制主要有三种类型：以欧盟为代表的“网运分离”体制;以美国为代表的北美铁路干支分离模式;日本铁路的区域性公司管理体制。这些各有特点的管理体制在实践中取得较好的效果。它们的经验和做法具有许多共性,对我国铁路行业改革具有借鉴价值。不过,应根据我国国情和路情采用不同的方案。

Reference Value of Foreign Railway Management System for Railway Industry Reform in China

Railway management systems in foreign countries are mainly divided into 3 types: the system of "separation of network from transport management" represented by the European League, the mode of separating management of trunk rails and branch rails in North America represented by America and Japan' s management system of zonal companies. Having different characteristics, the systems have proved to be successful. They have some general characters in practice. We can have their successful experiences for reference in reforming railway industry in our country. However, taking into account of the reality of China, we should adopt a different system.
