| 摘 要： | 作为一项新政策,新型农村社会养老保险无论是制度设计本身还是制度的运行都存在一些亟待解决的问题,影响新农保制度的健康运行和可持续发展.对河南省五个新农保试点地区的抽样调查显示,搞好政策宣传工作、制定合理的墩费标准、加大政府补贴的力度、提高养老金待遇水平、提高公共投入的效率、加强监督管理、加快农村社会养老保险的立法步伐,是解决问题、推进新农保试点工作的关健所在.
