Intellectual Property Management Research in National Technology Plan

During 20 years implementing, national technology plans are important innovation source in China's whole innovation system. With the development of economy, R&D process has become much more concerned with the real production. The old intellectual property management system need to be checked and renovated in order to make sure the successful transformation of technology outcomes during the technology plan. This article will start from looking into the intellectual property management circumstance of the national technology plans, trying to find the institutional factors that may take responsibility for low efficiency. Suggestions both to management method and to system founding will be given.
