东北亚跨境基础设施建设的金融支持探析

鉴于目前欧盟和美国经济金融的风险性加剧,作为亚洲的重要组成部分的东北亚六国（包括中国东北地区,日本,韩国,朝鲜,蒙古和俄罗斯远东地区）对保证亚洲以及全球经济持续稳定发展有着重要的影响。东北亚六国不仅在政治体制方面差异很大,在经济特征（比如经济规模、人口数量、工业结构,开放程度以及经济发展阶段）方面的差异巨大,这给东北亚跨境基础设施建设带来了机遇与挑战。本文客观评价了东北亚基础设施建设的现状以及未来的投资需求并提出如何满足东北亚基础设施投资需求的金融支持措施。

Financing the Infrastructure Development and Cooperation Northeast Asia

As an important sub-region in Asia, Northeast Asia---comprising the Northeastern People＇s Republic of China （PRC）, Japan, the Democratic People＇s Republic of Korea （DPRK）, the Republic of Korea, Mongolia, and the Russian Far East--is key to Asia＇s success in contributing to global prosperity and stability. This paper explores the possibility of greater sub-regional development cooperation in Northeast Asia. This paper explores three options for financing infrastructure investment in Northeast Asia----creating special and/or trust funds in the existing multilateral development banks （MDBs）, a sub-regional infrastructure investment fund supported by MDB（s）, and a sub-regional multilateral development bank.
