Pension insurance "fragmentation" can lead to the problems of unfairness of pension program,inefficiency of the operation of the system,unsustainability of the pension fund and the difficulty of pension program transfer,therefore create many negative impacts on socio-economic development.During the gradual development of the pension system in China,the bi-polar economic development in urban and rural areas,deficiencies of the pension insurance system,and the coexistence of stakeholder interests and regional interests are factors giving rise to the fragmentation of the pension programs.China should accelerate the organic consolidation of the pension insurance system,propel the progress of an integrated pension system in urban and rural areas,and eradicate unfavorable impacts of the pension insurance "fragmentation".
