内蒙古完善土地流转制度研究

土地流转可以改变我国目前农村土地条块分割、零散经营的现状,实现大规模集约化经营的农业现代化道路.内蒙古农牧区土地流转规模小,形式单一,制约了农业现代化的发展.内蒙古自治区党委提出了“8337”发展思路,要着力把内蒙古建成绿色农畜产品生产加工输出基地,这个发展定位对内蒙古发展现代农牧业具有重大的指导意义.本文在调研的基础上,旨在分析发展现代农业过程中完善内蒙古土地制度改革的重要性,并给出内蒙古加快完善土地流转制度的建议.

Research on Improving the Circulation System of Rural Land in Inner Mongolia

Land circulation can change the present situation of our country＇s rural land fragmentation, scattered management, to achieve agricultural modernization road large - scale intensive management. The scale and form of agricultural and pastoral areas land circulation is small and single in Inner Mongolia, which restrict the development of agricultural modernization. This year the Inner Mongolia Autonomous Region Party committee proposed the ＂ 8337＂ development of ideas, which put forward to turn Inner Mongolia into a green agricultural and livestock prod- ucts processing export base. The＂8337＂ has important guiding significance. In this paper, on the basis of investigation, The author aims to analyze the importance of the reform of land system to develop modern agriculture in Inner Mongolia and gives suggestions to accelerate the improvement of the circulation system of rural land .
