| 摘 要： | 当代中国农村治理基础正经历着深刻的转型。建国后实行了很长时间的集体化,使国家的治理深入农村基层,是农民利益与国家利益绑缚一体的结果;改革开放后尚有农业税费将农民与国家联系在一起,收农民的税就得为他们提供保护;免税后,则是国家对农村的扶持(主要是财政投入)义务和农民自组织(社会团体)共同维持治理的合法性。农民再组织化既是对农村治理基础转型的回应,也是对市场化进程的应对。

| Abstract: | The collectivization practiced for several decades made the states government deep into the vil- lage grass roots,it is a result of integrating the farmer benefits with national interest.After the reform and open policy there were still the policy concerning taxes and fees linking the nation and farmers,it means the nation should provide the protection for them after receiving the taxes.Once tax-free,it is the support obligation from the nation(mainly is financial investment)and the farmer's autonomous organization(social group)maintains the government validity.The farmer reorganization not only is a respondence to the rural government foundation transformation,but also a answering to the marketability advancement. |
